localhost control endpoint; editor saves Rust source to CODE slot; compile -> al build -> runtime hot-reload. Small structural change to the JS code editor. See rust/PLAN.md.

Merged via squash (PR #35, main cc30aee). Gate green (offline + live: 129 al-tool + 6 node tests); all 5 blocking review findings verified fixed in code (CLI tests restored, compile-only no-creds mode, loopback Host/Origin guard, run/stop race + 503 tests, dead code + rustdoc). To use: restart the :8090 backend (additive /rust-code route), then al serve --creds rust/dev/.local and open http://localhost:8090/rust-code → Compile → Run.
